An empty reply-to means that answers get directed to the from address, so in those cases it's not necessary. Apart from that some list admins configure there lists so that when list users insert a reply-to, it's not replaced by a reply-to set to the list address. In those cases it might be more usefull to set the reply-to to the list address.
