The file in the program directory isn't the installer. You will probably
have to download that again...
http://www.ritlabs.com/download/the_bat/the_bat_o.exe (unless you want
to upgrade to version 2.)

Since your laptop has direct access to the Internet via your router you
may as well download it to your laptop's desktop and install from there.
