I think this is your problem.

Filter 1 - Filters it to the list folder.

Filter <Known> - if Continue processing is turned on in Filter 1 will
then send the message to the Known folder.
               - if Continue processing is turned off in Filter 1
will not be acted on.

This is different than how the OFS worked.

In other words don't turn on "Continue Processing" unless you want
further actions on the current message.

Messages not caught by Filter 1 will still be caught by the <Know>
filter.
