I don't know much about using Dial-Up connections with TB (seeing the way
it is configured, I can only images that it brings up the connection on its
own depending on how it is set up, not taking the default Windows setting
into account).

You can configure TB either globally (menu Options | Network &
Administration) or on a per-account basis (menu Account | Properties |
Network), maybe you have defined the settings per-account and they're
overriding your global settings?
