Well, with OTFE you're asked for a password as soon as you create a new (first) account or when you restore a back-up. Subsequently you're asked for a password every time you start TB. A kind of hard to miss, I guess. But when you're still not sure, when you're enabling the status bar View -> Status bar It says 'On-The-Fly Pwd' on the utmost right of the status bar.
