This has not to be so. This is only the case when your second HD has a
primary partition, it isn't necessary for it to have one.
Apart from that with Win XP you can freely assign drive letters to
partitions (apart from the Windows partition)

If I read you correct you want to move TB's mail directory to your new
disk. When you're switching your disks so that your new data partition
has the same drive letter as TB's mail directory originally had, then
you'll only have to move the mail directory to the new drive, while
TB is shut down, TB doesn't care about physical disks, only about
paths.
