Do this...

[1] Start | Run... | type in: "regedit" | push <enter> button (gently)

You may do that in two ways:

1) Double click on the saved file, and answer "Yes" (that is accept
everything) until the questions are finished.

2) Do the step [1], and the first half of the step [3] and then instead
"Export..." choose the "Import..." offer. Browse for the saved file,
press it by the mammal pointer, and say to the thing: "Open".

Yes and no. Yes, with regards that in there are your TB registration key
and the version specific settings. No, with regards that in there are
also settings not specific for a version of TB. Before this (perhaps
induced) labor we, hence, should ponder which versions we are mangling
with. (And whether we have enough hot water and towels.) I anyway
wouldn't push a lot before I understand/see clearly where is what.

As for the "windows doesn't get stuck" you might, as usual, just pray
for it, or carry off some other paracomputing ceremony/ritual, if you
are in mood, since it is mostly not TB related (the said OS has a quite
high level of independence in making mess Itself).

As for the other part of the question, hmmm...it is feasible but you
should pay attention to the part of data which provides the related
registry _key_ for the given version. So, if you want to preserve your
TB settings, which will be automatically evoked from the saved reg.
entry, then do this:

1) Install TB, and shut it down

2) Delete the reg. entry generated by the installation (the entire "The
   Bat!" branch)

3) Then activate/merge/import the saved .reg file (of your previous
   version)

4) Fire up TB

5) Enter your new TB reg. code

Your settings (most if not all of them, depending on how big hop you
make between the versions) from the older version will be applied, the
new TB reg. code will be entered, and it will be a fairly clean and
elegant work.
