If the images are included (i.e. sent with the message), TB will
display them if you click on the HTML tab, or have the Rich Text
Viewer enabled.

If the images are not included but only a web reference is given, TB
will not load them from the 'net. You need to click on the HTML icon,
which will open the message in your browser, and the missing pictures
will be loaded from there.

If some of the images are sent with the message and some have to be
loaded from the 'net, you are out of luck, because the ones sent with
the message will not be shown in the browser.

This has been criticised, and the wish for improvement has been around
for a long time: http://www.ritlabs.com/bt/view.php?id=1780
