Hi

In Windows XP, right-clicking on a file and selecting Send To >
Mail Recipient should open a new email message window with the
file attached.

If Outlook Express is the default client, it works whether or not
OE is already open.

If TB! is the default mail client, this only works when TB! is
open; if TB! is not running Windows says it is preparing to send
the file but nothing happens. Anybody able to reproduce this? Is
there something else I need to look at?

Clicking a "Mailto:" link opens a new message in whichever is the
default, regardless of whether the program is already running.
