Western European (ISO) doesn't contain the € character. You need to
switch to Latin 9, or any other charset that contains it. What TB
calls "Western European (ISO)" is ISO-8859-1, while "Latin 9" is
ISO-8859-15 (which is the same as -1, except that it adds the Euro
character).
