That should be an encrypted common folder.
Every account should have its own directory (with the unencrypted name
of the account) and every account based folder should have its own
directory with an encrypted name.

Actually emptying a folder template means to TB that you want to use
the account template for that folder.
For your Bat folder the solution is easier. Create an AB template for
this list (both a new message template and a reply template) and it
won't matter where you are while creating a message to the list, AB
templates have preference over Account and folder templates.
