I have seen this happen before myself and, as far as I know, these 
'reappeared' folders are 'leftovers' from the past. There were some 
buggy versions of TB that, even selecting 'Wipe' option when deleting a 
folder, would delete the contents but not the folder itself. At least 
that is my experience.
