Not that I know of. I use Ctrl+Space to invoke an alternate top-post
reply template that removes the cut mark, includes all original
message text and place the cursor at the top, above a non-delimited
signature.

While that's true, anything below the cut mark is deemed expendable;
anything above is part of the main communication. There are many ways
in which email does not emulate a written letter. The P.S. is a
concept that doesn't fit well, often working better as a follow-up
message rather than hastily added below the sender sig.
