Include SIGAR into the kit

We will be using SIGAR for collecting OS-level statistics for the Cluster
Visualization Tool (http://sigar.hyperic.com). This library contains a common
jar file with the Java functionalities, but for each OS it includes a native
library file that should be present (see
http://support.hyperic.com/confluence/display/SIGAR/Home#Home-binaries).
The jar file of SIGAR should be usable during tcbuild compile and inside
eclipse projects. The native library should be selected for the appropriate
platform and be used during the test runs of tcbuild. The whole of SIGAR (jar +
native) should be included in all versions of the kit when the distribution is
built. The right library should be selected when both Terracotta clients and
servers are executed in the kit.
