I recently decided to submit to the Telecommunication Systems Journal a paper that we considered in scope for the journal. Shortly after our submission, we received the following email : " The Telecommunication Systems journal (TSMJ) is experiencing a huge number of submissions of papers to be considered for publication. In order to ensure that papers published in TSMJ are relevant to the journal readership and its objectives, the Editorial Board of TSMJ has implemented a change in policy for the journal. You should cite in your references and article references five or more published article in TSMJ that are relevant to your article. Otherwise the reviewers might conclude that the paper is not relevant to the journal and reject it immediately. Please note that references have to be ordered alphabetically, numbered and cited in your article. Please make sure that your modified paper meets this new policy. When you send your modified paper, please list the new references in your e-mail listing their reference numbers in the modified paper and make a statement in the e-mail stating that the paper is in compliance with the new policy. Please include all files for the paper in the e-mail with the modified paper. No further action will be taken with this submission until the modified paper is received." I've never seen such a requirement and have immediately withdrawn our paper. You might consider this new requirement if you plan to submit to this journal...
