I can't speak for the whole of the IEEE, but IMO this is a fairly clear 
violation of the IEEE Code of Ethics.

It's obviously reasonable to suggest considering a reference to a specific 
paper, but a general requirement - or even recommendation - to cite papers from 
a single publisher or journal is wholly inappropriate (not merely unpleasant).

Again, if any of you experience this in any way - as a requirement or even a 
suggestion focused explicitly on citing a specific journal or publisher - 
please do report it to the IEEE (this list is not a place to report it, though).
