Yep, there should be a Jacl Windows installer.
To use Jacl under Windows, place tclblend.jar and jacl.jar in your
CLASSPATH
Then do
java tcl.lang.Shell

I have some notes about using Jacl in an applet at:

    Dear Colleagues,

I've downloaded Windows binary release of Jacl 1.1.1 from Scriptics
(jacl111.zip), but when I unzipped it I revealed in INSTALL.txt
description of how to install this for UNIX, not for Windows! And,
moreover, there were talking about another *.jar files, that are
contained in release. What I have to do? How to install Windows version?

Second question - what is the simplest way of using Tcl shell in Web
page. I would like to extend this shell with my new Java-based commands
and to evaluate them in the shell within Web-page.

    Thanks in advance,

    Igor Belousov.
