Right, the makefile.vc is out of date. I am not really interested in
maintaining the makefile.vc file for the 1.3 tree. The plan is
to switch to a configure/Makefile based build for both unix and
windows, but I have not yet finished fixing up build process for the
1.3.0 release. I am also waiting for the new "net release" of cygwin
before checking in these changes.
