Different governors have made appointments various ways. Ventura formed a committee of metro mayors and others to review applicants. They narrowed the pool down to 5 people per district, then had them make public presentations about their views. They made recommendations and Ventura made appointments with much input also from Ted Mondale.
Thinking back I will say every Met Council was somewhat bi-partisan although made up mostly of the party of the governor. The councils were made up of representatives of various constituent groups. It seemed to me mostly developers, but also some housing advocates, farmers, environmentalists, transit activists, etc. This last group was the most balanced I have seen, and I hope to see that again this time.
