FINAL - Unusual early spring flood runoff for the Red River at Grand Forks, North Dakota Snowmelt and 2-3 inches of rain last weekend (March 27-28) in North Dakota and Minnesota led to this unusual early spring flood event. Daily flow at the Grand Forks, ND / East Grand Forks, MN river gage on March 31, 2004 was one of the top five highest mean daily flows of record (101 years) for that early in the spring season (Table 1). This event was especially unusual because the heaviest runoff within the Red River basin occurred downstream (north) of the river gage at East Grand Forks, MN. --------------------------- Table 1: Top five highest flows of record Red River gage at East Grand Forks, MN Year MoDy Daily-Q 1920 0331 30,300 1966 0331 33,400 1995 0331 34,200 1999 0331 49,100 2004 0331 _ [*] _ approximation: 32000 - 34000 Record used: Jan through Mar: 1904 - current. Positions of U.S. government agency managers on climate change have been that the subject of global warming is too controversial for their employees to consider or account for in the execution of public duties at work, and too controversial for employees to comment on to others.
