I've tried this with some success - if a procedure is that complicated,
I break the steps up into groups and flowchart the groups.

For example, H1: Connect to the network (steps 1-5). H1: Login (steps
6-8). H1: Initialize Software (steps 9-13)

The flowchart (which I usually put right before the procedure) shows 

Connect to the network ---> Login ----> Initialize Software etc.
