I have observed our users use the TOC, very occasionally the IX, mostly they flip through, I have never seen them look at the LOF or LOT. If they need content, the readers don't automatically know there's a table or a figure (which can be an illustration, screen capture, or flowchart) but they find the section from the TOC or flipping and then review any tables or figures.

Depends how you think your readers are going to use the list.
