Thanks for all the advice and comments about graphics clarity and size. I
ran some tests based on the information, and decided to use tifs converted
to gifs. I also figured out why the gifs wouldn't work before--I made the
original tifs very large to improve the crispness of the lines, but hadn't
resized them before converting to gif. Once I resized them and saved as
gif, they imported into FrameMaker beautifully!

In the end, eps worked in the pdf but not in the FrameMaker file (odd),
and gifs and pngs worked equally well in both. Since gifs were smaller, I
used those in my final document. The two-page set of instructions with 17
graphics produced a 246k pdf file! If any of you are interested in seeing
it, I'd be happy to send it to you offlist.
