In order for you to see the eps image in FrameMaker, it has to have a bitmapped header image. I might not have the terminology quite right, but it's a low resolution image for positioning and recognition. They aren't pretty, but it's better than a gray box. The image you see in PDF is the same as if it were printed on a PostScript printer.

I ran some tests based on the information, and decided to use tifs converted to gifs. I also figured out why the gifs wouldn't work before--I made the original tifs very large to improve the crispness of the lines, but hadn't resized them before converting to gif. Once I resized them and saved as gif, they imported into FrameMaker beautifully! In the end, eps worked in the pdf but not in the FrameMaker file (odd), and gifs and pngs worked equally well in both. Since gifs were smaller, I used those in my final document. The two-page set of instructions with 17 graphics produced a 246k pdf file!
