Sean is right. You want to create an image map. I know that when I was using Dreamweaver 4, this was a very easy task to do in that application. I assume recent versions of Dreamweaver have retained that functionality, and I assume that other editors (Nvu, FrontPage, etc.) also include this functionality. Try searching those help systems for "Image Map".
