Sean is right. You want to create an image map. I know that when I was using
Dreamweaver 4, this was a very easy task to do in that application. I assume
recent versions of Dreamweaver have retained that functionality, and I
assume that other editors (Nvu, FrontPage, etc.) also include this
functionality. Try searching those help systems for "Image Map".

And, yes, irregular shapes are supported (that is how they make those
"select your state on the map" type images work).
