With continuous view (View > Page Display > Continuous) and the Link tool 
selected, it's easy to select all links at once (Ctrl-A), and then set the 
visual properties of all links (while retaining their individual actions). 
You can then read/edit the PDF with links that are visible at all times 
(regardless of the Acrobat tool being used), in Acrobat and in Reader.
