I suspect that if you asked 938 tech writers what the most popular tools were ten or even five years ago you'd get many different answers than you would today. Also, I think its difficult to generalize industry tool use from the experience of an individual writer. If you specialize in a given tool you tend to end up in jobs that use that tool. I've used framemaker for the vast majority of the jobs I've had for a close to twenty year career now, but I know that's not because framemaker is used by a majority of companies -- its simply because companies that needed FM people called me for work, or I guided smaller companies with no tools toward framemaker. For the last five years I've been working more with raw HTML and XML, but that's mostly because I'm taking much more technical jobs with less infrastructure in place, not because the industry is moving away from tools.
