I think it's more cutting up graphics into small pieces that will enable them to load faster. No frames (it's a loaded term). Often they fit into small components, possibly table cells (old style), or CSS divs (new style).
Also there are usually slightly different images for things like selected, mouse-over, visited, etc. My 2ยข, JG > It means cutting up a graphic and placing each piece inside a > frame....
