In my experience, this kind of oddball request is because "that's how
our last person did it."  No one has studied current practices, or
suggested anything different.

If I had received this kind of phone call, I would have asked a few
questions.  "Explain what that means."  "Why does the company do it that
way?  Have they considered .... ?"  Often, the recruiter will stop and
pause, not having an answer.  In that case, I ask for the interview so
that I can understand the job better.

Just my not-so-humble experience.
