Generally speaking, I would say things haven't changed significantly in the 15 years I've been a tech pubs mgr. Whether a company and/or manager sees the need for managment skills the way you do and invests the timeand effort to provide/get whatever training and experience is needed to develop them depends on the company and the manager.
