Hi Lisa, Check out Alfresco (www.alfresco.com). It's open-source based, but built by some of the same people who built Documentum.
It's available in both "Community" (free) and "Enterprise" (supported and therefore not free) versions. Licensing is per server, rather than per client, which means it could work out to be a cheaper option than some of its better known rivals. It provides all the standard library features (check-out, check-in, etc.) you expect from a document management system, it is platform independent, and it integrates with whatever filing and server system you already have. It has basic workflow routing features built in and it's easy for your friendly neighborhood Java programmer to customise for your exact needs.
