You think so? What would be the name of the "vendor" then? And: "the registration formally belongs to the vendor or organization producing the software or file format being registered." Is that appropriate for a file format defined by free software and used by many applications other than tcpdump? I was thinking it would belong in the standard tree (RFC4288 3.1).
