Maybe you are right but section 3.1 says "MUST correspond to a formal
publication by a recognized standards body". By "recognized standards
body" I have a feeling they mean, like, IEEE or ISO.

Let's start by writing down the format spec (in the form of a pcap(5)
manpage as previously suggested) and then contact [EMAIL PROTECTED]
and see what they say. I'm sure they will advise us.
