Well, tcpslice breaks the rules by reading the save file directly,
so needs to know the format of a save file.  Since we want to
encourage people to use libpcap instead of reading the save file
directly, I'm not particularly inclined to want to make it easier,
and willing to call tcpslice an exception.

(Many systems have plenty of headers that "most" programs shouldn't
include and yet are installed, e.g. <sys/socketvar.h>)
