I *think* they wanted "%02X" - they print a leading "0x", and then each octet, so they presumably want each octet printed as 2 hex digits.
Checked in to the main branch, along with a fix to "print-dhcp6.c" to remove a warning about trigraphs; those should probably be propagated to the 3.8 branch.
