You can use "cvs admin -o<rev> file" to delete the copy on the branch,
then "cvs tag -d tcpdump_3_6 file" and "cvs tag -b tcpdump_3_6 file" to
move the tag.

I'm happy to have more than 2 people doing the audit but it's not obvious
that there are more than 2 stuckees =)
