libsmi versions between 0.2.0 and 0.2.4 cause tcpdump trouble,
since they have the libsmi 0.2 API but don't define the symbols
that include the version information.

Perhaps configure should determine the version of the libsmi
API, instead of asking print-snmp.c to figure it out at
compile time.
