Type 18 - hex 12 - is "ATM Classical IP interface", according to
http://www.opengroup.org/onlinepubs/9638599/apdxf.htm
Type 17 is just "ATM"; however, it appears (from looking at atmsnoop
capture files) that at least some atmsnoop files have 18 rather than 17
as the DLPI type, and that the packets in the capture are essentially
raw AAL5 frames.
The mail message you cite, at
http://www.tcpdump.org/lists/workers/2001/03/msg00003.html
pretty much sums up what I've discovered from looking at capture files;
I don't have any machines handy with SunATM handy on which to try to
stuff SunATM support into libpcap.
