Yes, but it's not at all obvious that the right tradeoff between ability
to use "select()" or "poll()", and batching of packets, is never to
batch packets.

The *right* answer is to fix BSD so that the timer starts when a
"select()" or "poll()" is done; I think the current OpenBSD code may do
this (it includes a bunch of changes from Michael Stolarchuk, from work
he did at NFR).
