Some people have indicated that they would be more willing to
contribute to Tcpreplay if the license was changed from it's current 3
clause BSD to the GPL.  Specifically, people wanted to make sure that
the enhancements they made could not be "stolen" for use in
proprietary software.  Another reason I'm considering this, is because
more and more network related tools are being released under the GPL
(mostly v2, but I've seen some v3) and I'd like to make it easier for
other authors and I in this space to share code.

Also, choice of licenses is even more important with Tcpreplay 4.0
since it for the first time will expose a full C API to allow 3rd
party applications to use the underlying replay, editing and tcpprep
functionality.

I'm doing my own research into licenses and honestly I haven't made a
decision either way, but I wanted to at least give people the
opportunity to speak up and let their voice be heard.   If you have an
opinion, please let me know either via the list or privately.  While I
will give some weight to everyone who responds, those people who
provide coherent reasons behind their opinions will get a lot more
weight.  Also, don't feel like you're limited to the BSD vs GPL; feel
free to suggest other licenses as well.  And if you do suggest the
GPL, please specify GPLv2 or GPLv3 if you have a preference (and why).
