I don't directly support Windows, so maybe someone more experienced can chime in.
I see that you installed WpdPack in C:\cygwin64 but I am not sure if that is the right place. If I look at doc in https://github.com/appneta/tcpreplay/blob/master/docs/Win32Readme.txt it suggest putting it in Cygwin root. If you open up a Cygwin prompt, do you see it installed in "/wpdpack"?
