It's a shame that Windows 64 is so difficult to work with. We had similar issues with our product, and in the end discovered that 32-bit networking was just as fast as 64.
The biggest performance hit will be the fact that Tcpreplay is using Cygwin libraries. We have seen huge improvements when doing network calls natively. There is a task open to convert Tcpreplay to native Windows, and we are still looking for a Windows developer to take on the task. Thanks for the update. I am sure others will find it useful. Fred.
