This may not be a practical solution for all, but...
My mother taught high school English for 30 years and thus suffered this 
frustration very intensely.  Her solution was making up several self-inking 
stamps that she had nearby while grading!
I have tried the comment sheets you are talking about before and I have found 
that they work well with graduate students and upper-level students, but not 
very well with less advanced students who are less interested in closely 
reviewing comments.
