The Fed gathers some data on debt loads, but I'm not familiar with what they 
make available. Off the top of my head, I'd suggest you check the Statistical 
Abstract of the United States (http://www.census.gov/statab/www/). They may 
have the information you need and will give citations to the source. You might 
also check FedStats (http://www.fedstats.gov/), a search engine for federal 
statistics.

You might also try to get a copy of Teresa A. Sullivan, Elizabeth Warren, & Jay 
Lawrence Westbrook's. The Fragile Middle Class : Americans in Debt. (Yale 
University Press, 2000 ISBN: 0300079605.) I haven't read it myself, but it 
should have some of this information.
