I heard on the radio within the last two weeks about this very scam.
Their description of it matches yours. Hope you didn't get burned.

Is this a new version of the same old scam? Call a phone and hope
someone calls you back so you can stick them will excessive charges?
There's no reason for someone in Grenada to call me nor for someone in
Antigua to call my wife.
