Or if you have console access to vSphere you can do the following:

Cd /etc/ssh 

Nano sshd_config

Fine the PermitRootLogin no line and change that to Yes

CTRL+X to exit editor and Y to modify file

You will need to restart the sshd service (service sshd restart)
