We have the etc directory just no SSH directory.  This is the case on three 
different VM servers in our cluster.

There is no /ect/ssh directory.
Right now we're trying to mount a usb drive so we can just copy off the file 
dell wants.  Some partner.  They're just giving us half the info we need to get 
them the data dump they want.  Right now the're trying to figure out if we can 
run vm-support or not.  I see in VMware's KB that that file/program is for 
versions 1 and 2.  Obviously vSphere is version 4.  Ugh.

Or if you have console access to vSphere you can do the following:

Cd /etc/ssh

Nano sshd_config

Fine the PermitRootLogin no line and change that to Yes

CTRL+X to exit editor and Y to modify file

You will need to restart the sshd service (service sshd restart)
