I got it figured out.  I had another vlan turned on, since this is a layer 2
switch I can only have one management vlan running at a time.  Once I turned
it off the one I wanted turned on worked.

I am having troubles configuring a cisco switch, it is a 3500 xl.  All I am
trying to do is turn on a vlan and it isn't listening to me.  I am directly
connected to it.  Here is what I am doing

Interface vlan100

No shut

 

I have tried no shutdown.  I can change the other things in the vlan like
the description and the ip, but it won't turn on.  Am I doing something
incorrect here?
