I got it figured out. I had another vlan turned on, since this is a layer 2 switch I can only have one management vlan running at a time. Once I turned it off the one I wanted turned on worked.

I can change the other things in the vlan like the description and the ip, but it won't turn on. Am I doing something incorrect here?
