District numbers are by County.

 

Most are just numbers and follow tradition.  Some counties use  Dist 1,
2, 3 and some use  302, 303, 304 etc.   A few use letters like Distict
C24 and C25 (Clark County does).  That explains why there are District
#1's all over the state.  Each county can have a District #1, but no two
in the same county can have the same district number.

I think the originals date back to the pre 1948 one room schools where
there were dozens per county. Maybe 30 to 50 school districts in a
county with each only 4 to 6 sq miles. Yep in those days you really
could walk.

Heck in them thair daz .. school  did not start until Oct for the "Big
Boys in grades 5 to 8" (after harvest) and everyone got done the last
Friday in April.

That is Vermilion County Unit District 118 as opposed to St. Clair Cty
Grade School District 118.  A couple hundred miles apart.
