This is the official memo I've seen within ICN: Education is one of Governor Quinn’s top priorities and Internet access to schools and libraries across the state is vital to the ongoing education of Illinois students. The reduction won’t directly impact schools and libraries because the network is already in place; however, down the road, maintenance of the network could be impacted if other funding sources are not identified. In the meantime, Internet access to schools and libraries will continue to be provided to promote the educational growth of our students.
In other words ICN is still in business even though we're feeling the pinch. And like it says, we are actively attempting to attract "other funding sources", because we would like to take off from here. BTW I was getting were pretty nice ads compared to where I was reading.
